Urban Green supported the environmental compliance efforts for the Horseshoe Casino Baltimore.  This project included two initial applications to the Voluntary Cleanup Program submitted by the Baltimore Development Corporation and two subsequent applications were prepared and submitted by Urban Green in July 2012 and January 2014 on behalf of CBAC Gaming, LLC and CBAC Borrower, LLC respectively. The subsequent applications were tailored to the specific design requirements of the casino.

Originally consisting of 11 adjoining parcels of land, the Horseshoe Casino Baltimore property encompasses 10.309 acres.  Urban Green key personnel provided technical expertise pertaining to local and state environmental regulations and policies, addressed potential environmental concerns during development and construction activities, provided contract support, negotiated with regulators, and integrated local and state environmental regulations and programs, including the City of Baltimore Department of Public Works, MDE VCP, OCP, Hazardous Waste Program (HWP), Water Management Program and Solid Waste Program (SWP) in order to maximize efficiencies during the implementation of the RAP.

Environmental investigations and remedial actions completed at the property included Phase I ESAs, Hazardous Materials Inventories, Phase II ESAs, underground storage tank removals, preparation and implementation of a corrective action plan to address localized free product, preparation of the Final RAP and RAP Addenda, and implementation of the RAP.  In addition, Urban Green prepared permit applications for the City of Baltimore (wastewater discharge permit) and MDE (variance from a refuse disposal permit).

In May 2013, the Final Response Action Plan was submitted to MDE by Urban Green.  The Final RAP evaluated the potential migration pathways and potentially exposed populations for the metals, polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), and petroleum-related impacts in Site soils, groundwater and soil gas.  The RAP elements included the removal of all drums and underground storage tanks (USTs) located (or identified) at the Site, regrading of the Site, performance of soil removals for an arsenic hot spot area, design and installation of vapor mitigation systems (sub-slab depressurization system and three active vapor extraction points) and construction a containment remedy above the existing surface.  The containment remedy (cap) consisted of clean-fill soil, concrete, and asphalt cover materials placed in appropriately designated areas. The Site cap affected all portions of the property.  The MDE VCP issued approval of the RAP for implementation on May 23, 2013. 

Urban Green worked with the client throughout the pre-construction, construction, and post-construction process, attending progress meetings, and performing continuous environmental monitoring throughout the approximately 14-month expedited primary construction schedule. The Response Action Completion Report was submitted in September 2014; Certificates of Completion were issued in October 2014.
